It is my understanding that the payment that was already made this year was actually for the prior year. (2006 taxes that should have been paid in 2007). Since this is the case, it should not be credited as a payament due.
The property tax statement (ours was dated 11/26/2008) that was just sent out is for the 2007 taxes to be paid in 2008. The statement shows the partial payment due 12/16/2008 with the final payment due at a date to be determined. (I found this information in section in the small print in the section under the PARTIAL PAYMENT CURRENTLY DUE.

Bill takes care of all of that for us so I copy/pasted your post in an email to him. This is what he sent me back:
I am not sure if I really understand the question.
BUT,
She may be able to get the amount they owe by 12/16/2008 at
www.indygov.org/treas
click the provisional tax bill link ( not sure if that is how it is worded )
enter the Parcel number and then hit the view button link.
other then that I am not sure what to do.
I have been trying to get through as well and even tried calling the Auditors office and was on music hold for over 2 hours.
there is a contact link on the Treasure's site, and she can submit a question there.
Not sure how long it will take to get an answer, but I have tried that too.

I hope this helps everyone better understand what is going on.
Marion County Treasurer's Office will be issuing and mailing 2007 pay 2008 "Provisional" Spring A Installment" tax bills this Friday. The "Provisional" tax bills will be due December 16, 2008. They are not the certified taxes for 2007 pay 2008.Attached is information from the Marion County Treasurer's Office regarding these provisional bills. Please read. These tax bills are provisional because the county did not complete the abstract of the property, assessments, tax deductions and exemptions for taxes payable in 2008 in each taxing district before March 16, 2008 as required. The provisional bills, we are told, will be online through the Treasurer's website next week. Their website is http://www.indygov.org/eGov/County/Treasurer/home.htmHow the provisional bills are figured: The "Provisional Bill" is based upon one half (1/2) of the final 2006/07 tax liability less the additional state tax relief if the property had a Homestead deduction/credit on the 2006/07 tax bill. They will then issue the second installment, usually paid in November, in the Spring of 2009. It will be called the "reconciling bill" which will have the exact amount of the 2007/08 certified taxes due less any payments made.Proration of taxes for Closings:Since the provisional 2007/08 tax bill is an estimate of the 2007/08 taxes it cannot be used for the proration calculation if in your purchase agreement Box B is checked under Section 17 of the purchase agreement and the provisional bill is not addressed in the purchase agreement or any amendments. The last know certified taxes, 2006/07, will be used. If the buyer and seller agree to use the provisional tax bill for the proration then naturally we can use the agreed upon amount for the proration.Jeannie

Do you work in that office? If so..put it in layman terms...please. That reminded me way too much of the last time we tried to go through a tax accountant and when we'd ask what a question meant, they would just read the question again word for word with no explanation. If that is how it is worded on the taxes or on the site, I can well understand people being confused! I really feel sorry for the elderly people with this whole thing.
Thanks!
