Dr. Cirangle out of pockets w/ ....

Are there any others here that are military that has had any experiences with Dr. Cirangle and has any information regarding the out of pocket expenses associated with Tricare Prime patients if any? I know Tricare usually pays for everything unless the Dr. is over charging the standard agreed price is the way I understand it. I could be wrong on this but anyone who knows, would you please share. At this point I am looking off island but if there is a chance I can get my surgery done on island I want to take advantage of the opportunity since I do not want to go Open RNY.
