Skin removal?

I have been on the beautiful island of Oahu for a little over a year now. My open RNY was 3 years ago. I am ready to get rid of this skin. Went to primary care dr got referral did the steps and came to find out Tricare insurance is different here than WA. What!!! I was told that this is an elective surgery. Any help out there from someone with tricare?
