Need HELP, PLEASE

I'm pissed! I'm trying to get approved for my surgery and I'm on my second appeal with BCBS-Federal in Georgia. They tell me I'm not fat enough!!! I'm only 4'11 and have numerous co=morbid conditions and weight 185 pounds, I've paid for all the classes, nutrional classes, workshops and even therapy with no luck getting approved, any help would be greatly appreciated.
