review being sent to outside physicians

Hello, today was the day I was suppose to hear if I would be approved. Instead, I heard that the internal medical review could not make a decision and sent it to an outside review. Anyone ever hear of that happening? Maybe because it was an appeal review? Any comments or suggestions appreciated. Thanks.
