SHBP-Cigna

How do I get in touch with a person at SHBP who knows about Cigna?  I talked to someone today who said that it wasn't up to them to decide the requirements.  I laughed at her.  I'll take any number as long as I can speak to a person.
I was told today that  have 11 sessions with the phone person (by the phone person).  Does that mean 11 weeks?  Do I need to have finished the 11 weeks before I can send all my paper work in to the surgeon?
