Tricare doesn't cover the DS any more. It used to cover it years ago I understand. Now all it covers is the RNY and band.

I have civilian insurance through my contracting job until my military retirement benefits kick in and it covered my DS.

ETA: Perhaps they have recently added the sleeve as per the poster on the Main Board who just checked Tricare's web site 7/11.

ETA: The only military approach is to go through the MTF in WA state, Madigan MTF.

Not that I'm aware of. I have seen lightweights get their WLS covered if they appeal as long as they have chosen a WLS covered by Tricare but that's it.
