USA vs. Mexico...or anywhere else

I am blessed to have been born, raised and educatied in the USA -- NYC specifically. I now live in the #2 market, Los Angeles. Whie l am desperate to have my surgery, I just don't know why I would gamble with my life by going outside the US.
Let me explain. About 5 or 6 yrs ago, my husband and I got stuck in Mexico during Hurricane Wilma. It was a nightmare. When you are OUT of America, your life is not the same....Your rights aren't there and your freedom is less free.
I really want my surgery BADLY but my logic overcomes emotion which leads to bad decision making.

Your logic should tell you that Mexico is a big country with a wide variety in the standard of living and that your experience in any country during a hurricane is not going to translate into your experience with medical tourism.
There are a couple of excellent doctors in Mexico, ones that rival the best in the US. To completely discount using them without even one bit of research is the height of "logic overcoming emotion, which leads to bad decision making" in my opinion.
