out of country surgery

Hi my name is Tammy and I was just reading that you can apply to have the surgery outside of Canada how would you go about this I am trying to find a surgeon I know there is Dr. Amson in Victoria but I have also heard there is a 3 yr wait for surgery.I have a bmi of 58.5 very high any info would be greatly appreciated
