If he was going to do the fill with water it should have been sterile water from a bottle.  I would call the state medical ass. that is in your state and ask them what to do.  They are the ones that has the authority to take any action agelainst the doctor.   Coming from a patient should mean a lot.  Did you talk with his nurse?  Also if you could get her to write a statement or also call would help a lot.   As for me I don't think I would use him for any more fills.  Now this is just my 2 cents worth.
