I am the health inspector in that area and have been in there many times.  For a night dinner visit you could wear any kind of pants and top.... it is not formal, however most people do dress casual dressy :-).  I have a hard time eating in my places so I don't know if we will make it, we always go to my work area and have the Bham dinner so it is hard for us to go.
