What's an angel?

I keep seeing this term all over but I'm too lazy to try to figure it out myself... so what does it mean?

I have found an angel and I have also agreed to become an angel for someone else. My question is, how do you let the website know you are someone's angel. I clicked on that person's surgery page and I can't figure it out. What triggers the red dot to start displaying next to the person's name on the surgery date page. I know it means that person has an angel but how does it get there.
