9 1/2 inches - fantabulous! And yes - it does make up for the weight (although, I gotta say, 7 lbs. a month sounds pretty good to me right now, as I've been up and down the same half pound all week!).
Look at it this way - you may have actually lost 10 pounds of fat, and gained 3 pounds of muscle from working out (muscle weighs more than fat, but is much smaller in actual mass). What that ends up looking like is a 7 lb. loss overall, but you're actually gonna be smaller because of the muscle! Added bonus - muscle helps burn more fat, which helps your metabolism.
I have an equation at home that will tell you how much fat vs. muscle you're losing / gaining (I'm sneaking on the boards from work today - bad me!). If you want to check it out, let me know!
