Anyone heard that WLS for small groups of employees never covered?

We have only two people covered by employers insurance (Fortis) and I was told that no insurance company would cover WLS for a group so small. There is an exclusion in my policy but I was told even if we change companies it would not be covered due to size of group. Anyone know anything about this?
