What steps do you take with Medicaid?

Is there a website to get info on what steps to take. I have a friend who is getting on Medicaid he needs this surgery worse than I do I am worried he will die VERY soon. I want to help him in any way I can and I feel so bad that my surgery date is on the 29th and I will be on my way to better health. He just got laid off and was out of work so long before that he can't work or drive or do anything. He is getting married to a woman he is living with so that he can get put on medicaid because they say he makes too much with unemployment to get on it. SAD but true! What steps does he need to take...where should he go...to his DR to a surgeon...somebody with a clue please fill me in I want to HELP him! THanks
