Health Partners tells me surgery is not covered under my contract. Advice?

I meet all criteria posted on Health Partners web site, but they tell me the contract they have with my work doesn't allow this surgery. I call the HR people at work and they tell me it's Health Partners who say yes or no. I got referred to a surgeon by my primary physican. Can anyone advise me?
