Has anyone in Washington been able to do split billing

Obesity is a written exclusion to our insurance but I have gall bladder trouble and acid reflux due to a hernia. I am desperately seeking a way to get some of the surgery paid for. If you have been able to in Washington please tell me the doctor's name and possibly phone number. If not I may have to go to Mexico.
