Is additional info. accepted at state hearing???

I'd like to ask those of u who've had a state hearing (mine is for panniculectomy) reason I was denied was due to no dr.s notes. I had pics and letters of support from ALL my dr.s my question is I now have plenty of documentation in my chart notes and its time to file for a state hearing... when you went for your state hearing were you allowed to submitt additional info. or not.... THANKS
