Does anyone know a doctor in Ohio that will do split billing?

My husband's insurance will not cover the surgery.My mother said they usually remove your gallbladder during surgery.I was reading about split billing & was wondering if there was a doctor in ohio that would bill the insurance for the gallbladder & hospital charges & I would be able to self-pay for the bypass surgery.
