Have Regence Blue Shield...Need 2nd insurance

Regence Blue Shield's exclusion states no coverage for obesity control regardless of accompanying medical conditions. I will still seek approval on the chance someone new makes a mistake and approves me :o) But I am NOT holding my breath. I have done some research for a 2nd insurance and cannot find one here in WA that does not have the same exclusion. I am prepared to wait the 9 mos or whatever for pre-existing conditions...but I know that at one time my husband applied for insurance, don't remember if it was thru work or privately, they wouldn't cover me because of my weight except with some outlandish fee. Anyone have any advice or guidence for me?
