Has anyone self-paid and then filed with your insurance company?

I work for the government and have NALC. I haven't tried to get approval because my last insurance company denied me and the whole process took forever. So I am paying for the total cost, however, I want to submit it to my insurance company after the surgery. All I have found is that they deduct $500.00 for not pre-certifying. Has anyone done this and gotten even a partial refund?
