Need med records back to '98, any suggestions?

Hi all. First, thanks for taking time to read. I have BC/BS of NC Blue Options. The surgeon's office submitted paperwork to them in Sept. of '02. They called today and said they needed medical records back to '98. I have already faxed everything I could back to '99 but they assure me that the only way of getting approved is having proof of '98. I never seen a doctor or went to a weight loss facility in '98 so no records exist. Has anyone had this problem before or does anyone have any suggestions on what I should do. Thanks a lot.
