Can I get this covered

I was told that my ins. would not cover if my excess skin doesn;t hang below my pubic area. I have a entertube around the top of my stomach. My lower stomach hangs but not that far. I have bc/bs and really need this. Has anyone been approved for a tt like this. also, my breast size has went from a 44 DD to a 36 d quite abit if hanging there. Does it cover that?
