Anyone dealt with changing to BC/BS PPO during open enrollment and a State employee?

I have recently changed from Coventry of DE to BC/BS PPO of DE during open enrollment in order to have surgery (I am a state employee in DE). I now have heard something about maybe having to wait six months because of pre-existing condition. I read on the site something about it being waved because the change is during open enrollment. Has anyone dealt with this situation? Any feedback would be appreciated. TKS Barb
