AETNA REQUIRES 700 GMS OF BREAST TISSUE REMOVED, I'LL BE FLAT AS A BOARD!

I have met all the criteria for a breast reduction,and am scheduled to have it along with my TT on the 16th of Sept. But Aetna is requiring the surgeon to remove at least 700 gms of tissue from each breast! I won't have any when she's done, so I probably will not have the surgery. Anyone know of any way around this? I am 5'3.5" and 200 pounds.
