Why do alot of the hospitals WILL NOT Schedule this type of surgery?

I have recently found out that all the hospitals except One will not schedule for this type of surgery. I work in a drs office and now I'm worried as to why this is. I'm told that it is because the hospitals feel that this surgery is a high risk and does not want the liability if something goes wrong. WHATS UP.??
