Surgeon requires a mammogram before beeing considered for surgery?

I have not met my surgeon yet--this is being delayed because for some reason he is requesting a mammogram. I have read other profiles and etc.. I have no history of problems in this area. He hasn't even seen my medical records yet--only the paperwork first sent in. I am anxious to get a surgery date and can't have a mammogram until February 26, 2003. Then and only then can an appointment be scheduled to meet the surgeon. I'm frustrated in Sacramento. I began this process in June 2002.
