If this surgery is no longer preformed, or in use, why was it suggested to me?

I'm getting more confused with the more information I get. Dr.Goodman had told me that in Canada, we are several years behind the states. That I can understand, but if there are so many risks involved with it, so many dangers... Why is it still being preformed period? I was lead to believe it was the best prcedure avaliable out there.
