Does anyone know a bcn doctor in michigan who will approve you for surgery?

I have a friend with bcn and her doctor won't refer her for surgery. What's worse is she meets criteria and the reasons he give her are not valid. she needs to see bcn primary care doctor who will see her to refer her.
