Insurance Paid for Consult, Does it Mean They Will Approve Surgery?

I had my consultation with my surgeon. 2/26 haven't heard any thing from my surgeon about a date yet but did get a letter from my insurance company showing where they paid for my consultation so I was wondering if that means they will also approve my surgery?
