Anyone with HealthNet have to pay out of pocket up front expenses?

I've heard some things, I wanted to know if anyone with HealthNet insurance has had to pay up front out of pocket expenses. I have HealthNet CalPERS, and I just got scheduled for a seminar, and I was told to go to the website, and I see on there that you have to pay 250 up front, whether you're approved or not.
