If insurance denies WLS but you need gallbladder surgery can't that be primary?

Could this be a way to get insurance approval? I would be happy to pay the extra charge over gallbladder surgery to have the WLS done at the same time and still utilize insurance surgery benefits? I am borderline with BMI of 38 and unsure if insurance will approve WLS, but have been having gallbladder problems?
