I was just wondering anyone with Tricare Prime have this problem

I had a referal with the Doctor, for a second opinion, and he said yes it is Medically necessary for me to have this surgery, he sent the paperwork to the Insurance co. (Triwest), I called today to check on the status, and the insurance lady said that it was to far out, that I need to have surgery within a 30 day period. I was wondering if this has happened to anyone else. Any advice? I have been waiting so..long, is this a good sign for approval? Don't want to get my hopes up high.
