Can I keep my husbands insurance and purchase BC of California PPO?

My husbands insurance is great-besides the fact that it will not cover weight loss surgeries. So can I purchase Blue Cross of California PPO on the side to cover surgery in a couple of months. When I talked to a representative they asked if I was currently insured and didnt seem to care. Also, does anyone know the weight requirement for Blue Cross of California PPO plan. I am 215, BMI 36.6. Thanks Tyra.
