do i have to see a doctor before an surgent doctor?

well my primary doctor gave me an referal to see doctor Burch from BOSTON MASS for the roux-en-x surgerry;but i make an appointment to see him but the secretary told me i have to see first one of theire doctor before him is that right or not? i thoug i have to see dotor Burch first
