Unexplained rash on face

Has anyone else experienced this? I have used different makeup about 3 weeks ago but I usually can use almost anything. It itches and kind of looks like hives. I have noticed a few bumps for about a month and just thought my skin was dry so I used a rash cream last night and woke up looking terrible.
