My kidneys have lost 30% of their usage. Can I still have this surgery?

My urologist has never found out the reason why my kindey function went down. The good news is that they have been stable for over 3 years now and no indications of having anymore problems with them. Has anyone had this problem, and if so, were you able to have surgery? I am considering RNY open distal.
