any african american's experience hanging skin

i am african american female age 39 with huge boobs and i hear that lots of women have hanging skin after wls. is that true for black people too and does your age make a difference? will the fact that i'm black prevent me from having deflated breast if i have breast reduction before wls? i am a 52i and think if i lose some fat my breast are so big it won't hurt them even after reduction/? ANY ADVICE?
