Why do I have to wait when I'm not going anywhere?

My BMI is 41 I am in the military and my weight has been an issue since I came in. After trying everything this is my last resort; I get a referel from my provider to see a surgeon but instead I get put on a waiting list for 2 years and the reason is because I am active duty and would be non-deployable, but I am already non-deployable because of my weight. So I am basically going around in circles trying to lose weight so that I can be deloyable.
