Any info on Pa fair care under bluecrossblue shield covering bariactric surgery?

Pa fair care under Blue Shield Blue cross denied my precert for lapband surgery due non coverage for bariactric surgery. However in my member booklet and medical policy it states that it does cover the service. When I called benifits and told them, they said that it is misinformation and that the surgery is still not covered. Can I appeal on grounds of misinformation? is the insurance obligated to honor the information thats in the booklet?
