How many carbs a day?

How many carb grams should we be limited to for maximum loss? I saw where someone said no more than 20-30 grams a day. I sometimes eat a bowl of oatmeal for breakfast, which has 27 grams of carbs. Its not a daily thing, maybe 1 bowl every 1-2 weeks, but is it too many carbs? There are 16 grams in just one piece of my pumpernickel bread which I use to make half of a sandwich. I'm just stressing because I am almost 7 months post, been on a 6 week plateau with no inches or weight lost. I'm nit-picking to figure out what I can do.
