24 month BMI Proof

Has anyone else had a hard time with the 24 month BMI greater than 35 proof? My BMI is around 38-39 most of the time except when I diet than it might drop. When I stop it goes right back up again. The insurance CIGNA is giving me a really hard time. How do you appeal this....any idea's. If I was 5'2 instead of 5'3 this wouldn't even be an issue. Thank you Dianne
