Kaiser - Inland Empire California

Does anyone know the current rules being used by Kaiser in the Inland Empire to start the surgery process? My friend lives in Temecula. I had my surgery in San Diego - so I know the rules are different. If anyone has RECENT information, it would be greatly appreciated!! Thank you!
