This is my 2nd time posting this question...the 1st did not generate any response

Can anyone give me any tips on how to appeal. My daughter's surgery was turned down because managemed claimed she is too young. She is only 13 yrs of age and over 100lbs overweight with health issues. Dr. Capella is experienced in operaing on children as young as 14.
