Does anyone know of surgeon in Louisiana that does BPD/DS?

Done lots of research and I want BPD/DS, insurance has one surgeon in area that does only Open RNY. Is there a surgeon in La. that does BPD/DS. North, south, east or west La. it doesn't matter, he just needs to be in La.! Or how can I get my insurance company to agree to go out of network and out of state? My PCP doesn't have a clue on how to help me out on this.
