Is it possible to have hernia repair with 'saddle block'type anesthesia?

I am 9+ months post op, and have a hernia ... not a large one, but enough to limit my activity (now that I've lost 113 lbs, I don't want ANY limitations!). I'll have my little bit of excess abdominal skin removed at the same time, but no surgical work on tightening abdominal muscle. Any reason this can't be done with same anesthesia used for women having a c-section? I really don't want to be under general anesthesia if it can be avoided. Just call me 'chicken'.
