Anyone here have a the surgery through BCBS of IL with BMI of 35?

I have a friend who is interested in the surgery, but her BMI is only 35. She suffers from asthma and depression. I referred her to my surgeon, but she was told her BMI had to be 40 or above. Is there anyone here, maybe in IL, who had the surgery with a BMI lower than 40? If so, please share.
