Can a plastic surgeon do a hernia repair with a panni

I have tricare and tricare sent me to only a plastic surgeon for my hernia repair and panni. When i called to make the appt the lady on the phone said she is pretty sure the plastic surgeon can also do my hernia repair as well I thought a general surgeon can only do those but who am i.. Just wondering if anyone had a plastic surgeon do the hernia repair ?
