You can use Microsift paint.
Right click on your photo file and choose "open as" then click on Microsoft Paint.
Once it is open you can either use the option under IMAGE "Stretch/Scew" and change the size by percentage OR you can choose "Attributes" and change the file size to 100 x 100 pixels.
You can also use photobucket.com. If you upload the photo there, you can edit it and "avatar" is one of the choices. That would get it to a manageable size too.
